Anti vulture funds activist and human rights defender, Tom Roche, is calling on former Minister for Finance Michael Noonan to apologise to Ireland’s distressed mortgage holders for his part in the devastating consequences his decision to invite in vulture funds has had for ordinary people like himself and communities across the country.
In a recent ‘open letter’ to former Minister for Finance Michael Noonan, Roche wrote, “The invitation extended to these funds during your tenure as Minister for Finance has resulted in profound human and social damage, including suicides. Homes were reduced to financial instruments, families were displaced, and entire communities were destabilised, all in the name of balance sheets and investor returns.” In his letter Roche goes on to say,
“I believe it is important that those who shaped these decisions acknowledge the harm that was done and continues to have impact to this day. Accountability matters, not only for the sake of those who suffered, but to ensure that such policies are never repeated. The legacy of inviting vulture funds into Ireland is one of lasting damage, and it is a legacy for which you must bear responsibility.”
Roche justifies his call on Michael Noonan to apologise based on public statements made in newspapers by solicitor Julie Sadlier, formerly of Limerick based law firm Kieran Mulcahy.
Julie Sadlier is a solicitor specialising in mortgage arrears, repossession law and personal insolvency. She has represented families facing repossession since the financial crash and regularly appears in media and commentary on mortgage distress and housing law.
Sadlier argued that the mortgage arrears crisis in Ireland should be tackled by granting an amnesty from repossession of family homes for distressed borrowers. She described the hardship faced by ordinary homeowners caught in long-term arrears and criticised the lack of meaningful engagement from banks and servicers. She suggested that a legal amnesty from repossession would better balance homeowners’ rights with lenders’ contractual rights.
She has also discussed similar themes in radio appearances and commentary, advocating legal reforms such as the Keeping People in their Homes Bill to protect homeowners in repossession proceedings.
Roche will hold a two-hour vigil at the GIANTS OF MEN Memorial at Barrington’s Pier, Limerick City on Saturday 7th February 2026 to which he has invited Mr Noonan as the appropriate venue at which to apologise to the people of Ireland.
Next Court Appearance:
During 2025, Roche had three court appearances in defence of a request by Mars Capital for a possession order on his principal private residance (his home). His next court appearance will take place on Wednesday 25 February 2026 in Tullamore Circuit Court, Cormac Street, Tullamore at 11:00am. He has invited Mr Noonan to attend and witness for himself just how badly the Vulture Fund Mars Capital and their legal team behave as they come to court Mr Roche says “with dirty hands”.
